QUALIFICATIONS:

 

Education/Certifications

  • Bachelor’s degree (preferred)
  • TASBO Certification (preferred)
  • High school diploma or GED Equivalent

Minimum Experience

  • Two (2) years school district experience with a high school diploma/GED or
  • One (1) year school district purchasing experience with Bachelor’s degree

Special Knowledge/Skills

  • Experience with large scale procurement projects over $5M plus, preferred.
  • Knowledge of Texas school district/municipal purchasing laws, rules and regulations.
  • Knowledge of and skill in applying advanced purchasing tools and techniques.
  • Must be able to articulate information independently and properly manage periods of high stress, required.
  • Professional demeanor, personal integrity, self-starter and the ability to work with complex issues in a confidential and fast paced work environment, required.
  • Possess strong communication skills with the ability to maintain effective working relations with internal customers and vendor community.
  • Ability to maintain accurate, confidential, and auditable records.
  • Advanced skills and experience in effectively operating Windows applications of Microsoft Word, Excel, Zoom and word processing, spreadsheets, etc.

PRIMARY PURPOSE:

  • Provide direction, oversight and leadership for purchasing processes including, solicitation, contracts, audits, and record management in compliance with District Policies and Governmental Rules and Regulations. 
  • Proactively identified sourcing and contract values opportunities and examines existing contractual relationship within the district to identify best practices. 

MAJOR DUTIES AND RESPONSIBILITIES: 

  1. Manage the procurement process using a method prescribed by law, to include drafting specifications, conducting demonstration/interviews conducting bid openings, tabulation, evaluating, and negotiation and recommending award, contracting and daily requisitioning.
  2. Responsible for knowledge of executing processes for all facets of governmental procedures such as RFP, CSP, RFQ, QUOTE, Sealed Bids or Cooperatives able to make documents EDGAR, ARM and FEMA Compliant.
  3. Develop and maintain written policies and procedures.
  4. Train and mentor staff; act as a resources to other buyers.
  5. Oversee the review and approval of purchase orders to ensure accuracy of information, coding and compliance.
  6. Maintain district compliance in all expenditures – aggregating expenditures as necessary.
  7. Advise departments on procedures for acquiring goods and services in compliance with procurement laws and regulations.
  8. Approve and authorizes the issuance of emergency purchase orders within established practices, regulations and policies.
  9. Visit job sites as needed.
  10. Responsible for developing training document and provide training to the end-users on process and procedures.
  11. Approve purchase requests, and vendor awarded contracts, in compliance with all applicable policies and procedures.
  12. Prepare Board agenda items as needed.
  13. Resolve complex issues concerning terms and conditions, price, delivery and issues related to the contracts/agreements and purchasing.
  14. Ordering furniture and equipment related to student growth, building renovations, and the opening of new schools as needs are identified – utilizing surplus as appropriate.
  15. Assist with interdepartmental project management and coordination of special projects including but not limited to Furniture Fixtures & Equipment (FF&E), facilities construction and renovation projects, etc., including monitoring and communicating budget limits and/or restrictions.
  16. Assist with District Travel cards.
  17. Perform other duties as assigned by the Director of Purchasing.

    Personal computer, printer, copier/scanner, calculator

 

    Working Conditions:

  • Mental demands: Work with frequent interruptions; maintain emotional control under stress; prolonged hours in front of computer.
  • Physical demands: lifting, carrying, using, pulling 20 lbs. may be required when samples and/or other items are requested.
  • Environment: indoors with occasional outdoor environment.
  • Attendance: regular and punctual attendance is required.
